How the diesel price today is set

India deregulated fuel in 2017, so oil-marketing companies like IOC, BPCL and HPCL can revise the diesel price every morning at 6 a.m. based on global crude and the rupee. In practice the rate only moves when those shift meaningfully, so today's New Delhi price of ₹95.59/litre often holds for days or weeks. The number you pay at the pump is the refinery cost plus central excise, dealer commission and your state's VAT.

Why diesel costs more in one city than another

Central excise (₹15.80/L) and dealer commission (₹2.58/L) are identical across the country. The difference between cities is almost entirely state VAT plus a little local freight.
